Most States Have Not Passed Laws Creating Insurance Exchanges

Many have returned federal funding to create exchanges

Healthcare reform required states to create Insurance Exchanges. As the appeals process continues to move forward surrounding the constitutionality of the individual mandate, many states have backed off creating the exchanges. If a few larger states (i.e., Texas or New York), don't move forward in creating their exchanges in the next year, the federal government will play a big role in setting up the exchanges.

The Republican Governors have pushed for less restriction on how states spend money for Medicaid programs. They assert they should be able to design, operate, and be accountable for their own Medicaid programs and with an annual lump payment from the federal government. The plan the governors submitted included over two dozen ways Medicaid costs could be reduced. The report also recommended that the federal government should be responsible for payment for illegal aliens.
