| News States Awarded Grants October 1, 2010 Money to be used by states to help design new health insurance exchanges Thursday, the Obama administration awarded 49 grants to states and the District of Columbia to assist in the development of the insurance exchanges that are to be up and running in 2014. A Health and Human Services spokesman said that the grants will help fund the hiring of staff and designing of the exchanges. Still, many states will face staffing shortfalls to implement these changes and may have to hire outside contractors.
