Five billion dollars was set aside for the "high risk" pools to be established under health care reform. As of last week, around 2,400 had applied for coverage in the 22 states the federal government is running. Some are seeing higher deductibles and coinsurance coupled with higher than expected premiums thus making the decision to purchase the plans difficult.
