Controversy swirls over "Deem and Pass"

The "Deem and Pass" rule has been used in the past to pass legislation but not on bills so far reaching. House Speaker, Nancy Pelosi has said what matter is the final product. Republicans condemn the idea as an abuse of power. If Healthcare Reform is signed into legislation without a vote there will no doubt be constitutional challenges that the Supreme Court may become involved in.
